Suggested changes makes it easier to collaborate inside pull requests. A reviewer looks at a pull request and when there is room for improvement, can suggest a change by leaving a comment in the pull request. The pull request author can then apply a suggested change by one click without the need to do the complete development lifecycle with going back to the editor, copying the suggested change, creating and pushing the new commit.
It is also possible to suggest to delete a line. Just add an empty code suggestion comment in the pull request and when applied, the line will be removed.
